Matchmaking Issues

I am getting diamond one players in my games alongside bronze four players in the same matches. Is there any reason riot has decided that a diamond one player and a bronze four player are within the same skillset and makes for a "fun" game environment? Or is this being done to get some of the whale accounts permanently banned.
