A Change to Jungle Buffs

I was thinking about something Meteos was talking about a few days ago on stream which is how "unhealthy" the relationship between laners and the jungler was. This got me thinking about changes that could be made to make the relationship a bit better. I think it would be really interesting if Red and Blue buff were changed to work a bit more like the Rift Herald buff. Once killed, the buff would drop on the ground allowing anyone to pick it up, BUT unlike with Rift Herald, if killed with Smite the buff would go instantly to the smiter like how it works right now. This would mostly just mean that Devourer junglers would still be able to stack the buff camp while still giving blue buff to the mid laner but it would be pretty nice for all junglers IMO. It would also probably make it more likely that new players would be willing to share buffs with teammates. I'm not someone who plays a lot of jungle though, so please let me know if you see any problems with the idea.
