Can we acknowledge the phrase "gg ez" as being negative? Please Rito?

No worries; we already do.
There are -- and maybe always will be -- players who don't think saying things like "gg ez" (or similar variations) is offensive. Not a lot of players, but it still happens. Otherwise this thread probably wouldn't exist.
If you find a player's poor use of chat is creating a poor experience for you, you still have the option of reporting them at the end of the game. Even with the Tribunal being down we're still using all of the reports that come in.

I always report people for saying that cause it's just negative.
They might as well be saying "LEL REKT RID" (Insert 9 year old on xbox here) I sure do think it is a negative attitude to think you are so good at league to stomp everyone lel. I generally report people that say this, its just toxic
The only people who don't think it is negative are people who say it. I report my teammates for it, and even my friends. I don't object to a little trash talk (it can be fun and lighten up the mood) but there is a line, and it should be carefully observed.
Yeah,I always report anyone who says that under Negative Attitude.It just isn't sportsmanlike at all.

The OP has a point I can side with, but these responses.. this is the toxic community right here, calling people softies over something that is annoying to hear every 5 or so games. Even a Red posted on this saying it was wrong and punishable.
Get over yourselves. If you have nothing productive and worthy to add to the conversation, don't add anything. You're just making asses of yourselves and proving OP's point.

I agree, it is very poor sportsmanship, and if they are showing a constant pattern of saying this, they should be punished.

i like to say 'gg ez' when my team is losing 1-30.
To the people saying that the OP is whining... Do you know what saying "ez" at the enemy team means after winning effortlessly? It's saying "You were no challenge" basically "You suck". Some people really need to think.
Sometimes I consider "gg wp" a very negative comment. Especially if it's a stomp in one direction or the other.
Unless it's an extremely close match, I would never add "wp" to a "gg."
gg ez and get rekt are just about the most juvenile phrases used in the game. Anybody that uses them I usually dismiss them as a child and move on.
Thank this thread for making me not feel like a whiny baby when somebody says "GG ez". It always makes me feel like complete crap and its nice to note that I'm not (generally) overreacting about it. 
I don't agree with bullies at all, so please don't get confused. People in this day and time are far too sensitive and depend too much on people taking care of them. You, like someone else stated, had the option of muting this person and then reporting them after game, for being toxic. So you are as much to blame for this situation escalating to where it did and now you are asking for someone to be punished irl for something that happened in a game. Everyone needs to be aware that you are directly in control of what happens to you and accept responsibility. As far as someone threatening to come to do something to me irl, I personally wouldn't worry about it, I have dealt with this behavior for a long time and I for one have never had anything come of it or ever heard of anything come of idle threats.
