Can I read about upcoming patches?

I was wondering if it is possible to read about some of the stuff going on in PBE. I always like staying up to date and often want to be ahead of the game. I love reading patch notes and thought that maybe there was some way I could read about the different things happening in PBE that we might see in upcoming patches. There probably is nothing I can do, but I can always hope
