Everyone have chat restrictions?

Another idea I had. Throwing it out there. Instead of shutting it down, maybe suggest something better or add too it?

What if everyone had chat restrictions like they have now if you screw up? I've seen a lot of things on here about trolls and verbal assholes not being banned when they should. So to prevent things like that from happening, why not have everyone have like 10 messages max instead of 5 to use. They regenerate throughout the match so you can get more. But this way, it will make the game more strategic and you won't have to deal with a barrage of hate messages.

I realize that some people never see this type of thing, but some people see it all the time. I see it more often than I would like to and I would like a way to try and curb it. This could just me throwing thoughts on a digital page.
