The new Dark Star Thresh announcer is a temporary addition for the dark star event. There will be 2 new dark star skins for Kha'Zix and Orianna, as well as a new event game mode

You can disable custom announcer at the bottom of the sound options in-game, thankfully.
The background announcer is weird. Too noisy.
