Are we ever nerfing Zoe obnoxiouness?
To be fair, I don't think Zoe is overpowered. But I do think she is very strong and very obnoxious to play against. This is due to 3 things (my opinion):

Passive: Altho often overlooked by the overwhelming amount of dmg her Q does, her passive is essentially a free
and allows her to trade extremely well early even without landing her Q. -
Paddle Star's AOE: This AOE allows Zoe to wave clear pretty easily, zone enemy champions in lane and to deal soul crushings amounts of dmg in team fights.

Sleepy Trouble Bubble: This spell is the thing people are the most furious about, for to get hit by it essentially means death. But the problem isn't the dmg, it's the CC. Getting hit slows you for 1.5 seconds followed up by a 2.3 seconds stun, this is more than 3 seconds of CC with only 1 spell. This accompanied by the ridiculously short cooldown of Paddle star (that goes on cooldown after the first incantation and not the second one) giving Zoe a free max range Q every time the bubble connects and the fact that the slow and the stun are 2 separate cc makes you unable to cleanse both of them. But if you cleanse the slow you'll get stunned for 2 seconds afterwards thus u'll still get hit. But if u cleanse the stun Zoe had enough time to position her paddle star to hit you right when you're able to move making this a lose-lose scenario. The obvious counterplay here is git gud and dodge the bubble but when a qss and a flash aren't enough to save you from a single spell this becomes quite cancerous.
If I were to nerf Zoe I think as you may expect from the amount of text I wrote, I'd hit her Sleepy Trouble Bubble. But all of these points have easy nerf that wouldn't break the champion:

Her passive has a base stat ( 12 - 135 based on level) and an AP ratio ( 25%) lowering either would be considered fair because even Lux has a similar passive and you don't see her use it all that often in the mid to lategame.

If you don't wish to remove Paddle star's AOE you could lower the dmg to the units hit after the impact or at least lower the dmg to minions so that she can be pushed in and pressured.

There are many ways to deal (rework '-' ) with the Sleepy Trouble Bubble, for instance just make it so that a cleance gets rid of both procs of cc, this wouldn't be the end of the world for a cleance has a relatively important cooldown compared with this ability (also when it hits, it gets a % of its cooldown refunded..). But I'd like to make it so that this spell only slows the target (gets them drowsy) and if he is hit by paddle star it'll put him to sleep if you know what I mean.. (You'd have to land a Qspell on a slowed target to proc the stun). This would make both flash and cleanse feel more impactfull while also making Zoe players able to deal more damage if they are skilled enough.
Obviously I'm no dev and I can't make any of this happend, but do you think this sort of changes would make Zoe's gameplay (and counterplay) more healthy or I'm I just salty?
