ADC's Need A Powershift
Right now ADC's feel useless for the first 10 minutes and are impossible to deal with late game. They need a power shift. Do something like reducing IE cost while also reducing the crit bonus damage to 225%.

No. ADCs have the inherent strength of being late game monsters, and the inherent weakness of being weak early. Do NOT try to mess with that balance, or ADCs will become too strong or too weak
