Missing Skins

Is it me or are some of the skins locked even though we have them. I have Marquis Vladimir and it wont let me pick it or anything because it says I don't have it. Is this just a bug or would I need to buy back the skin again for some dumb reason (I do realize this has happened with wards in the past).

Yeah i have a hole bunch missing to since the latest client . Unsure how to get the many skins i paid for back ....
