Soraka silence refresh rate very slow

Any one else notice that soraka's silence has a very low refresh rate? champs are able to still use abilities if they complete their tp into a ward thats in her silence. Has some quirks also with champs like shaco,if you put your silence under a shaco while her ults he is able to still cast spells (deceive, backstab).

This happens with every silence in the game, notably soraka, fiddlesticks, and malzahar.

What is actually happening is that: they are casting their abilities that cant be canceled starting the very hard to notice cast times THEN being silenced

For example, tristana presses w, then is silenced .125 seconds later, she will still perform the jump while looking as if she should be silenced.
