Devourer should give 2 or 3 stacks from dragon not 5

Devourer currently is way too snowbally. The team who gets the first (usually 2) dragons has an enormous lead if both junglers have devourer. If a team is controlling dragon they are likely also controllling the scuttle crab by dragon, so you can expect the jungler on the team who took 2 dragons early to have 14 more stacks than his opponent (5 from each drag 2 from each scuttle) Now maybe the jungler who's behind farmed 2 or 3 camps during the dragon so he might only be down 11 or 12 stacks (he prob wont' have enough camps left up in jg to get more than 2 or 3), but this is still an enormous amount. I've been playing kayle jg, and when we get drag control I complete sated devourer before 20 mins and destroy. When the other team has dragon I haven't been able to get sated devourer until around 30 mins (bc my jg being invaded, etc.). This is a huge difference when drag control is already related to having control of the game. Now I just won a game where we didn't get drags after i finished devourer, but it took until after 30 mins for me to be relevant in fights. The game went over 50 mins so I was able to carry late game as 6 item kayle, but the loss of the 10 dragon stacks delayed devourer by an enormous amount. Many people think devourere is op, but I really like that it made farm junglers relevant again. Nerfing the dragon stacks would nerf devourer while keeping ti very viable and also reducing the snowballiness of the item.

I actually agree with this and would probably go a long way towards actually balancing the item.

It should definitely be worth more than camps because it promotes objective control, but there was a reason why Riot nerfed early dragons in previous patches...

The item already takes a long time to stack (i'd say about 20 mins on avg) Yes it could be completed sooner but 20 is probably the norm, and many times it can take upward 25 mins. If removing dragon as an objective to get for devourer (or make it less appealing) It would create a more hard farming devourer similar to how flare was. Right now with skuddles giving 2 stacks, Not only does it speed up your devourer, but it gives vision and objective control to your team. Given how important skuddles are to devourer junglers, it generally makes the opposing jungler (devourer farmer or not) want to fight for these skuddles, which leads to more skirmishes.

TL;DR Giving objectives more stacks for devourer creates a healthier devourer as it leads to more team fights and skirmishes whereas taking these priorities away from a devourer farmer would just lead to more afk farming in the jungle.
