gutting cdr early

i saw preaseason 6 items and masteries.. most are nice but the early cdr is pretty gutted... what should riven players do now? and why is rivens ult get a cd nerf when cdr in laning pahse is getting gutted soon by preaseason changes??

I would write "die" or "burn", but Im not that mean :[ Does her ult CD really matter that much? I think a 1-2 second higher cooldown on Q or E wouldve done even more.
