Does Sejuani "E" permafrost

I've noticed that once you learn permafrost, it "links" to allied champions similar to Taric's "W"s, Bastion, in how there is an indicator when near your partner that you linked to... Can the enemy see this visual effect? Can it give away a lane gank?
