So seriously, the item was taken out of the game for a few day's due to a bug or something about a week ago, and now all of the sudden people want to start buying it? Why? What changed? The item has always been cool, but nobody built the damn thing. So why now?

With how Riot has recently started punishing death (super long death timers) a lot of people have started to realize that this item all but guarantees that eventually your team will have a numbers objective. I build this all the time. I can use it in the same lane we are trying to push, or I can throw it say bot lane and know in a min or so someone is going to have to go bot and handle it.
Especially at lower ELO's its like having a split pusher without "having a split pusher".
