Rengar despertaely needs a buff
He has a 46% win rate as of right now, and can barely do his first clear without dying. If that's not a good reason for a buff, I don't know what is.

If you can't do your first clear as Rengar without dying, you suck.
The only time it ever gets a bit risky is on after wolves when you start blue buff, but pop a potion and no more risk.
Late game he can erase adc's instantly
You can't buff Rengar is his current state because he will be broken.
