Can there be a ranked ban?

Full disclosure, I just started playing on SR again, and i decided to play ranked too. I'm not the best, but I am trying to learn from my mistakes and become a better player.

That said, the amount of people either woefully unprepared, don't care, or are flat out trolling is insane. It would be nice if there was a system in place that with enough bad marks, would lock you in to playing normals for ten games or so. To either learn more about the game or keep your troll garbage out for a little while.
