Suggestion: Change Protobelt's Kindlegem to a Fiendish Codex

Let's take a moment to analyze item 3152 as an item, it has an active that deals small damage in an area in front of you after you use it, yes? but more importantly, it gives you a dash on any champion you buy it on. I dont know how to put this in a way that super easy to understand since english is not my first language, but: why is it that protobelt, an engage item with a dash on its active gives you health by building it?

The more movement/dashes abilities champions have, Talon, Zed, Yasuo, the weaker they tend to be HP and defensive-wise, they sacrifice tankyness in order to deal damage to the enemy and have mobility spells to survive encounters without getting blown up themselves.

Now im not just saying to slap a fiendish codex on belt and call it a day, it is already a fairly powerful item so a certain amount of balancing would follow to not make it OP, im just questioning the logic behind the buildpath itself granting you stats that are counter-intuitive to what the active does.

I suggest item 3108 because it also gives 10% CDR and provides actual stats more akin to what a champion without gap closers would want of the item. Again, im NOT saying make it more powerful by just giving it the AP codex has, all im saying that if anything it shouldn't give you health since it doesn't make much sense considering the way dash and gap-close abilities work in this game.

Why does this item get a pass? Is it on purpose? More importantly: Why not make it into a stronger engage item by removing the waveclear element and not "rooting" the user while dashing?, this suggestion may be a little too much but im just putting ideas out there, my main concern is as to why is provides health when it's basically a shen dash with no taunt.

Counterintuitive? It encourages you to blast yourself directly into an enemy's face. Health is useful for doing that without suiciding.

The champions you mentioned with movement abilities also have specific tools for getting out, or some built in survival in Yasuo's case. A lot of champions who build protobelt either don't have those, or really appreciate the health in Annie's case.
