Make the ultimate charge passively with her W (banking the healing). If she doesn't charge it by healing someone (even a token amount), it doesn't work.
Just like that, lane soraka goes unchanged and top soraka becomes less viable.

You're not understanding - the W charges it until it's used, period. It could even be two or three w's to charge it to max (a silly low number) since its only purpose is to negate the top lane. Functionally it doesnt change anything, the world where you don't or can't use your w doesnt exist otherwise (for some reason you think it does).

But you create cases where even support Soraka can't heal someone with ult by doing this. This is a ridiculous change.

You are the one who isn't understanding. You literally are eliminating most cases of where soraka is unable to save someone period. If it's just "use w a random number of times of someone" what is even stopping soraka from having her jungler go top to get random heals? Like what is this even? Soraka shouldn't need to be using her W randomly just to get access to her ult. That is garbage design at its finest. I shouldn't need to use W randomly on allies that do not need it just because I want to have access to my ult.
