Rengar needs some toning down

I remember when Rengar got a rework because they were intending for him to get a more "bruiser-oriented" style - i.e. not instagibbing pretty much any squishy target on the enemy team with 0 counterplay.

Well, it seems to me that his potential to instagib is still there, but the only thing that Riot added was an indicator, which really only works around level 6 or so. After that, he's bound to have at least 3 trophies (free mobis) on top of his normal mobis, then +125 leap range at 6. After this point, he exerts extreme map pressure, because the indicator no longer gives sufficient reaction time because of how quickly he can close onto a target from Thrill of the Hunt.

My proposed fix for this is that Rengar's indicator radius should scale with his movement speed, so that his intended target always has the same amount of reaction time.

Actually, they wanted him to become more of an Assassin. His tag used to be "Fighter", now it's "Assassin".

His ult has an extremely long CD. Unlike most Assassins, he needs his ult to Assassinate. Just ward up and have your team ready to collapse and use Face of the Mountain.

He's oppressing as a squishy when I'm alone, but he sucks in team fights when he can be properly locked down and focused.

No. Rengar has nothing left in his kit apart frmo raw dmg. If you take even THAT away whast left for him? Forget it him as being fighter as he has ZERO tools to even remotely resemble something fighter-like.
