So.... will ap kog work again?

Im wondering if mid lane kog might resurface with all those item changes coming out at mid season and with the buffs to his q making it a better harass/farm tool. Such as the new tear of the godess and the hextechs rocket belt for an escape he might start popping up I feel like. I mean the 2 main weaknesses of ap kog are his massive mana costs and his lack of escapes which both are solved by reasonably cheap items now. I think a final build would look like.
