Anyone else feel like half the supports are people who chose "Fill" but did not want support?

I do not mean to sound Toxic, but it seems half the time I get someone who chose Fill but actually did not want to support. So they go a high damage support like Veigar or Annie and try to carry?

When i used to do Support primary Fill secondary i got adc more often than not. So I think support is just more popular than before, however there are probably many people new to support looking to be carried.
