Why is Teleports cooldown being Increased when cast on a turret.

The problem with summoner 12 is that there is constantly a risk of a 4v2 or 5v2 bot lane so people can't make any plays. When people summoner 12 bot it's always to a ward(unless it's a counter summoner 12 ) because the enemy team is overextending for a kill. Teleporting to bot lane tower will not accomplish anything because the enemy team will just back off. All this nerf does is punish people who use summoner 12 to get back to lane and does nothing to stop the 5 man bot that people hate.

Riot wants to reduce the lets do jungle til level 2 and then teleport to lane.

I think their reasoning is that TP was the dominant choice for your own lane as well as the dominant choice for making plays on the map. Between the nerf to TP, the change to jungle camps so you can no longer farm lvl 2, and the increased cost of health pots, makes taking TP to a lane much more risky than it currently is. There's little to no risk to taking TP top lane against an ignite top laner right now because you can just take a camp for lvl 2 and tp to lane with Dorans 5 pots.

Riot is making players choose whether to TP back to lane not to miss CS or to save it to make plays on the map. I think it's a great idea myself.

They're trying to delete Teleport, essentially; preseason has a dozen other reasons why top and mid are going to want other spells already. This is a kick 'em while they're down nerf that serves no purpose other than to reveal the priorities of the balance team.

They gave everyone homeguards for free, why not just suck it up and give everyone flash? Then there would be more than one Riot-approved choice for summoner spells in most lanes. (The correct response is to delete flash but that would be "too much work", so just giving it out would be better than this mess.) Then they would be able to balance teleport without making it mandatory. All they are doing with this set of changes is nerfing it into oblivion so you "can" (read: have to) choose something else.

Lugg's on point, that is the reason why and I approve as well. Also, for someone who said "deleting flash" would be the correct response - that's utter bullshit. LoL would be 100 times more boring if Flash didn't exist, hence why they didn't remove it 3-4 years ago when they were considering it.

You can always drop a trinket ward before you recall so you can teleport to that ward or to a minion dont see how this punishes lane tp.

I can't remember how many people I've seen teleport directly next to the tower, clicking on minions instead of the tower itself.

If a lot of people don't realize the advantage is there then removing it will not really affect the majority of the people.

What you call the problem, is the essence of taking TP. The map pressure, not rushing back to lane. Riot is trying to preserve it's core use while nerfing it's secondary uses. (so it's not too powerful over all.)
