Question about AP spells on AD champions

I speak of pantheon. I love him, i main him. Hes the reason i love the game and has given me a gpod base to learn from. Bur why Are hks spells split between AP and AD? There are other, very strong champs, of course with their weaknesses, that have spells that all scale off of one attack type, why not pantheon?

Usually its a way of keeping a champion from scaling really hard into late game.

So, this point was brought up when talking about RekSai's burrowed Q and as to why it scales off AP, one of the major reasons that AD champs getting AP scalings on their abilities is limiting that champs ability to snowball. When an AD champ scores a kill, they tend to get a level advantage and extra gold, this contributes to buying AD items and having higher ranks on abilities, making it easier to go back and get another kill. Whenever you get AP scalings on their abilities, while levels make it better, the abilities damage doesn't increase along with the item purchases, limiting an AD's ability to snowball, if only a little bit.

Edit: Riot's design philosophy has also changed over the years and some AD champs have random AP scalings on some of their abilities, like the fact that Sivir's Q has an AP scaling in it along with its AD scaling.
