Should Last Whisper give less %Pen than Void Staff?

I honestly think it should. As a champ who utilizes AD items, you have basic attacks and skills you can use to increase your damage output. i.e. Talon; who is an assassin/burst character. You can build armor to less his spell damage but you'll still receive quite a hefty bit of damage from his Basic Attacks or Q (which resets his AA and is an empowered AA). Or any ADC in general.

Whereas AP Champions have a nerfed version of Lichbane to give them an basic attack-like damage, but it's hardly substantial compared to an AD user's AA which is consistent.

I feel like the cap for LW should be brought down while VS stays the same. There's no reason to give AD users the same max pen as AP users when AP users can only utilize their spells and not their basic attacks.

Further more- you could allow an innate system for anyone who strictly builds AP (deviates from your off-builds of course) a 20% ratio of their ability power on basic attacks. (This would be instead of nerfing LW, mind you. Not both at once. That'd be crazy.)

Just some thoughts from your every day bitter AD hater. <3

uh, no. If anything, it should be the other way around, Last Whisper should be higher than Void Staff due to the significantly higher armor values and the relative difficulty of stacking flat and % armor pen compared to magic pen (that's not to say LW should be pumped up, more like VS should be dropped down).

I do agree that LW is too strong on ADcs. However, that tends to be more because ADcs also have crit, which gives them a 4th damage scaling dimension (compared to the 3 pretty much every other form of damage has) and allows them to scale up their damage at an excessively exponential rate. Personally, I think bonus damage from crits shouldn't be able to benefit from armor pen or reduction (or lifesteal, for that matter)... make the two separate from one another, making the act of combining the two more akin to additive stacking than multiplicative.

But really, how it all SHOULD be is %penetration and reduction effects should only function on BONUS armor/MR values, have their percentages slightly notched up (LW a bit more than VS), and have the base stats on the items that grant them dropped down, to make the items into actual conscious decisions to counter the enemies' builds rather than universal damage amps that function perfectly well vs glass builds and excel against defense. Then additionally add in more flat armor penetration items (ideally scaling by level, so as not to be abusable via rushing them for true damage) to give a counterbuild route versus enemies relying on natural armor only and stacking health (flat magic penetration doesn't need more itemization to deal with that, there's already enough flat to deal with natural MR completely).

i say remove from the ap item roster zonyas. if you do that then it whould be ok to nerf last whisper. right now ap casters have everything. poke from a safe place + aoe damage + burst + zonyas. Ad casters on the other hand have to go in melee so its not safe and the enemy ap has zonyas which the Last whisper doesnt affect it at all.

item 3035 is OP, but not in the way you're thinking.

The problem with the item is not that it is effective at shredding armor. It's that the item is cheap enough, has enough AD, and opposing squishy targets have enough armor, that it's an efficient second or third item even when armor is not purchased.

item 3035 should be an item you buy if you need to kill tanks that stack armor. If none of those are in the game, it should be a lousy item. Today it is a great buy if you're Zed trying to kill Sona, and that's means we don't have a specialist anti-armor item, which in turn means there is no pressure on tanks to avoid the opponents with tank-shredding items.
