I love making items sets for the champions i play so i know whats good to buy and whats not. I am very sad to see that you have removed them from the game in the new client. My old items sets saved from the old client but i cant make any news ones. #bringbacktheitemsets

You can tell who doesn't read what Riot talks about. It was stated that they are going to bring Item Sets to the updated client, however making sure the client actually works takes priority. After they feel it's stable enough and what not they will add in Item Sets.

Go forth and make new item sets. You can download them and use them in game too. They use the API that Riot set out for making item sets, so they're about as official as it gets.
I will be happy when they bring Item Set editing back into the client though. They're planning on it, just not yet.
