Random Ping Issues Post Patch?

So ever since the patch I haven been having some ping problems. I am not downloading anything, I have tested my ping to servers all across the U.S, including Chicago where I get a 42 ping. In game I have that ping about 10% of the time now while the rest of the game it jumps anywhere as high as 400 but normally rests about 250. No downloads happening, turned wifi off on all house phones which isn't the problem but worth a try. Even tried uninstalling and re-installing league. So what is going on @Riot?
