Daily Hextech Limit

So as of the 21st the daily Hextech limit was 25 per day, (2 sets fo 10, 1 set fo 5). Now however the limit seems to be only 10 chests per day (or possibly 15, as I bought 10, and bought a key for 1 I earned, and was unable to purchase the set of 5 or 10 from the shop). Sooo...why the reduction in daily limit? And why the daily limit at all? It is really stupid. I am throwing money at you and you don't want to take it. Nice developers.
