Remove Ultimates from the Game

Remove all Active/Indicator Items

Remove Crit Items

Only have Base AD/AP items

Keep Pen items

Remove TBC and Void Staff and Pen %

problem solve not too much dmg or too little dmg, and all Champions remain the same for a while

You can also remove champions and leave minions, everyone will play minion and the game will be balanced.
