Yes, i think it's especially true for Assassins that's why Kha'Zix is the premiere Low-Elo Pub Stomp assassin and is used for Boosting a lot. A common thing i heard about Learning League was learning to capitalize on Mistakes and also reduce your own, learning a small pool of champions instead of switching frequently so that you maximize your familiarity with those champions and make less mistakes overall Mechanic's wise so that your opponent won't be able to use those mistakes against you and you can focus on Macro Play which in Low Elo they probably don't know how to do.
