Smurfs still exist. I think it is pretty easy to get out of silver and I am only Gold II on my main.
Climbed 2 other accounts to Gold V or higher within a month on each. One was sitting in Silver V and the other was I think Silver III or IV.
Silver is a crapshoot sometimes, but it depends on your role and your champion. Top and Mid are the better roles to carry from in Silver.
I will say also that carrying as a support can work out well too if you are a good support and play a carry support. The bottom lane is so fragile in silver that almost always one side feeds.
If you are a good support you can "stabilize" the bottom lane so that either you ADC gets strong OR at the minimum doesn't feed.
I mostly played
on my main but found her and tank supports to not be that good in silver. Despite warding and protecting the ADC, their response and skill level varies so dramatically that even if you coddle a bad ADC they will still get themselves killed.

Brand was awesome simply because everyone groups in silver and no one understands how his kit works. I also played a split-pusher top
and in low elo he can hard carry just through split-pushing or killing a fed ADC.
It just took me some time I think. I think it took me 50 games on one account and I was out of silver and on the other which was lower, it took about 80.
Around high silver is when I noticed games got a bit harder because I felt people tilted easier because they "wanted to get to gold".
