Environmental Animations

Dear Riot, I have been playing this game for about a year and a half now, and one thing that has not really changed that much in game is the graphical settings that you can change. I had this thought about how you guys at riot could make it more easy for people to play league on toasters, I think you should add a setting to disable environmental animations like fire on the torches, river water, long grass etc. I think this would help alot for many people with in game fps issues, and just in general for those people who have major lag issues in which make the game less fun.
