Yes, and he can use his stealth to position behind you and move/kite while he's casting it.

Yes, lol. Twitch CAN'T deal damage to entire team at once unless they are pulled together by the power of bronze teamplay(or Orianna's ult). Well he is actually fine, he is not at the level of Kog or ADC Varus, something like Ezreal tier ADC

He WAS weak for almost the entirety of season 5. Not anymore. And even when he was weak, he was still good in the right hands,
