Harsher Punishments For Dodging ARAM

TLDR; I'm tired of playing the mode like I'm supposed to being patient and getting the champs I want only to have people dodge. Or going through setting up all my runes to have people dodge at the last minute.

Sometimes I average over 10 minutes just to get queued because I join, fix runes, someone dodges, join, fix runes someone dodge anywhere from 4 to even 8 times in a row its happened to me. In the middle of that I get the champions I've waited to play and get infuriated when I'm forced to reroll when I've patiently waited my turn.

All Random means not dodging every time you get something you don't want!! If people can't abide by that idea there should be harsher punishments for dodgers and especially repetetive dodgers.
