Thresh and the lack of souls in Runeterra

You've all seen it, that wave where 7 minions dont give a single soul, sometimes you get 3, other times 2. im wondering why there are so many soulless minions and creatures in Runeterra. Can we change the value of Souls to allow for everything to drop a soul, maybe only thresh can see them so they dont lag out a match. and give champions a larger bounty for their soul, similar to veigar getting more for killing a champion, let champion souls be worth like 5 normal souls and have a unique design to them. With the changes to his lantern scaling off of souls this would allow for that ability not to fall behind in the late game.
