Ekko q shotting whole wave entire time

How do I counter this???? How is it fair that this guy can throw from a safe range and retreat back without autoing to last hit with another spam q and the waves gone all game, where is the outplay in csing with all the minions living with a tiny hp dying to another minion??? Tilts me so damn hard cause he just doing it with 0 effort at all, he didn't even have ap items, just absolutely feels terrible, u freeze the lane, u get pushed in, u push it in, he still 2 shots the wave with q, that is honestly disgusting.
