Does Riot release champs based on meta?
I believe they don't but I'd like to prove someone wrong

It would be impossible for Riot to do that. The meta shifts several times a year, and Riot takes roughly a year to develop a champion. I highly doubt that they could predict the meta 12 months from now.

well they must either have an insane amount of insight in what would be meta in X amount of time in the future, or have the world's best fortune teller in existence. Champions can take months before they are even in a state that they would be revealed. Sometimes even more depending on what they want to do with the champion
