@Riot - Here is a plausable way to reduce pre-game toxicity. "suggestion"

So, I have had a few games where I had no choice but to dodge because there was a member of the team that says something like "mid or feed", or just says he is here to troll and is going to run into the enemy team and feed them as much as possible.

   well I don't think people should get a time penalty for leaving a game like that. My suggestion is to have a majority vote on ranked or normals, where if you can get 3 of 5 people to vote a player as toxic pre-game, then you can re-que without a time penalty and that person gets reported by the system.

   I know it can still be abused but I think that this could solve a lot of problems before they start.

What are your ideas to stop this type of behavior? Do you agree with me? What ideas would you have to improve this idea?
