Better compensate Ahri and Annie
but leave alone the other champs that actually need DFG, or better yet, lets nerf them! 
inb4: yes, my team got solo'd by an annie, and yes, I realize that's what she does. Still, no need to give tibbers more stickiness and make him even tankier.
