Instead of changing and making updates then waiting until people stop bitching...
In other words, would you like a chance to be heard and it actually matter in the game, its content and your place within it.

No, I think there's a degree Riot should listen to the community, but the balance of the game should not be democratic.The decisions should be based on merit. Of course then the trick is to have good judges for that merit. We can only hope.
I could see polls being good for things like "who do you want the next ultimate skin for", or "what theme would you like the next batch of skins for", or even "would you like voice chat in pubs"? though.

Obviously riot gets to decide in the end. But listening to player input is high on their priority list. Indie devs would kill to have a community like this boards or Reddit. A resource like that is invaluable for a game.
