can we give akali a q cd? that champ is incredibly busted right now and needs some changes

im legit playing against 3 champions ocne she hits 6.

3 ults that can 1 shot me while i have 1 ulti.

that champion has no cd on q and is just spamming it for spell vamp.

atleast nerf her hp regen and spell vamp so she cant brainlessly regen everything.
