Making Ryze's q a target spell

At patch 5.7, Ryze had almost a 50% winrate. That dropped by 11% at patch 5.8. I feel like if Ryze's q was a targeted spell, his winrate would come back up again and he would be balanced. You could even bump down his damage on q a bit. I just think its better than more damage and a skillshot. This was why he countered high-mobility champions. Making it a skillshot doesnt do anything for him because now he can't hit assassins and hes not gonna get in range anyway to hit a ziggs in lane.
