Is Spear of Shojin Broken?

Especially for champions like Jax, Spear of Shojin seems like it's broken. Of course, most bruisers that are gated by their ability cooldowns would be too powerful with Spear as well, but as an ADC main, Jax is particularly troublesome. He only has to auto a few times before he can use his E again and become immune to my auto attacks. Aside from the team stepping in and peeling, what's my counterplay? How can this be balanced when it clearly unlocks the gates that limit champions like Jax?

Jax isn't a problem for me, since he barely leaves Top in good shape. Either by me knowing his limits and abusing him, or having a good Jungler.

Champs like Riven, who abuse this Item to the max and have unlimited Mobility, Damage and Shields with it are my Problem.

SoS is an incredibly broken item, reducing cds to less than 2 seconds. It was a mistake and should be removed like muramana and storm razor
