Idea for new Veigar W

I came up with an idea that rewards veigar for landing his stun without making the w useless otherwise.

1. W has a faster travel time, similar to Kog ult. It does NOT have the low cooldown, however. It is easier to land, so the damage is nerfed to compensate. Trading burst for reliability.
2. If W lands inside his cage, the cooldown is reset and half the mana cost refunded. This allows him to spam W on anything inside the cage, essentially creating a meteor shower.
3. The damage on W ramps up for each consecutive hit on the same target in a short amount of time. So if you manage to stun them and hit them with, say, 3 meteors, you will do significantly more damage. The numbers are balanced so that it does similar damage to the current amount if you do it properly.

So basically, you can poke them semi-reliably if they aren't in your cage, you can unload more DPS if they're trapped in your cage, and you can blow them up if you stun them.

EDIT: I came up with this because I felt the idea of trapping your helpless victims inside a cage and toying with them by dropping nuke after nuke after nuke and watching them frantically run around fit Veigar's theme.
