So when I won my gold 5 promos...
The game kicked me up to Gold 3 and skipped Gold 4. Is this a bug, or can this actually happen if you have a high win rate or something?

Yeah, you can skip divisions if your MMR is high enough.
It happens sometimes if you are doing really well in winning most games.
