cdr is better, and lichbne still has 80 ap

Sheen relies on using abilities.

Champs that build sheen regularly use abilities AND auto attack. CDR helped these champs use their abilities more often, but AP didn't really apply to all of them. It was changed to CDR to be a more appealing option across the board.

I think it was because they wanted trinity force to be more adc friendly, and just generally an ad item.

Honestly the change to sheen was a bad move. They should have left it as it was since it was perfectly fine.
