Really getting hard for me to climb

It's getting really hard for me to climb out of Bronze 4 at this point. When I hit lv 30, I immediately started playing Ranked and that's what messed me up, I had a winrate of 39% in Ranked and I couldn't careless when I started but now that's really affecting me, because of that 39% winrate the League ranked system gives me 13 LP per win in bronze 4 which is really frustrating because even if you win 6+ Games in a row and lose 3, you'll be back to the base. My KDA is pretty decent, most of the time I do really well with my mains but just can't seem to carry games. People seem to lag alot in my games. 2 days ago, I went 19/5 (Or something) and still lost because Kalista and her support kept Disconnecting. My Recent game was with a Garen that fed the Darius and kept complaining that he was Dropping his connection, before that I had a Drunk fizz (Atleast that's what he told us) that kept telling the enemy team what objective we were doing. We could have even won when if he didn't tell the team in all chat that I was backdooring their Nexus while they were fighting in the baron pit with my team and if you see in all these fights, I have a very positive KDA. You know.. I am not the best player but it's really getting sad at this point, earning 13 LP for a Hard fought fight and losing 22 lp for a loss and I am trying my best not blame my team.. I just can't carry my games. Whatever, the point is, i need champions that can carry games or atleast tips that would help me carry games because I clearly can't do sh*t even when I am ahead. Should I just start over and make a new account?
