She will become available later this patch.
uh that's genius. "Hey here's this patch that brings in this new cool champ that by the way...you won't be able to play for awhile because...of...um...yeah we got nothing."
New champs usually come a little later on during the day
That is normal. New champs are added to the client when the patch comes out, but they aren't enabled until a small time later.

Was always curious why do they do this with every new champion, this delay is the worst I really want to try her out.
