it is a buff more than anything, more free spells...

any buffs and she becomes incredibly broken.
any nerfs and she becomes even more weak than she is.
her kit has way too much cc for one champion.
if you duo with a lissandra main all you have to do is camp her for free kills level 3-11 until the poor enemy mid laner gets qss.

The problem I find with Liss is that you need only 1 item/active and then you have a mage with:
Also the fact that Riot lists her as a burst mage doesn't help. A mage with that much CC should never have a 100-0 burst and thank god she doesn't.
