Rammus rework eventually? Also small change for blitz?

I love my rammus, but I think everyone can agree hes been pretty lack luster for a long time. Is there any plans to rework or buff rammus?

Also, I support a lot, and I love blitzcrank, but his ultimate's passive is frustrating. I like to take mobility boots on him, but if I come too close to a jungle camp or minions, I lose the bonus movespeed. Also, since most people agree he is a support, his random bolts of lightning stealing cs from the adc is frustrating. Its become an ongoing joke among my friends and I, but it is very annoying. Any chance to have a toggle on his ult's passive or changes for it in general?
