Runes/Masteries need serious thought

Recently I made a new account. Obviously new summoner spells are a milestone when grinding the early levels, but now as this new account has reached level 14 I am encountering a serious problem with this game. In what way is it even remotely fair for a level 14 to play against someone with thunderlord's and a "as full as can be rune page" at level 20. There is simply no chance to win against that. Riot, I am not kidding, it is absolutely excruciating getting to level 20 so that you can buy runes. You seriously need to think about making runes/masteries something that you just start with, because frankly, playing without them against others that have them, is bullshit.
